Mandatory Courses, New Checks & Longer Renewals

Few days ago, Malta has introduced further several new obligations for third-country nationals (TCNs) who wish to work or continue working in the country. Below is a clear overview of the upcoming requirements and what applicants and employers should expect.

Pre-Departure Course Now Compulsory for First-Time Applicants

Before travelling to Malta, all first-time TCN applicants will be required to complete a mandatory pre-departure course and present a valid certificate as part of the single permit application documents.

Course Structure

The programme will follow Malta’s national integration standards and include modules on:

  • Basic English-language skills
  • Cultural awareness
  • Hygiene and workplace conduct
  • Rights and obligations at work
  • Respect for civic and human rights
  • Other essential integration topics

Assessment & Certification

  • Applicants must pass an online test delivered through the Skills Pass platform.
  • Only successful candidates may proceed with a work permit application.
  • The test fee is €250.
  • After the assessment, applicants must attend a live online interview to confirm their English proficiency and understanding of the course content.

For sectors such as tourism and hospitality, where Skills Pass requirements already exist, an additional sector-specific course must be completed.

Implementation Timeline

  • Skills Pass Portal opens: 5 January 2026
  • Identità begins verifying certificates: 1 March 2026

New Integration Course Required for Renewals Beyond One Year

TCNs who wish to renew their work permit for more than one year must complete a 40-hour integration programme consisting of 20 sessions, delivered by licensed training institutions in Malta.

  • Civic involvement
  • Legal and safety awareness
  • Personal development and budgeting
  • Tenant rights and responsibilities
  • English and/or Maltese language learning

Applicants who complete the course successfully may also benefit from longer renewal periods.

Jobsplus to Conduct Suitability Checks

Alongside the new training obligations, Jobsplus will carry out suitability checks for TCNs applying for work in Malta. These checks will consider:

  • Verification of the required Skills Card
  • Recognition of qualifications via MQRIC, where necessary
  • A declaration of suitability signed by the employer

Longer Permit Renewals for Eligible Workers

To encourage worker retention, some TCNs will be able to renew their work permits for up to two years.

Eligibility

  • Workers must have completed at least one year of employment in Malta.
  • Higher-skilled roles: up to a two-year renewal with a two-year employment contract.
  • Lower-skilled roles: also eligible for up to two years’ renewal, provided their contract covers the same duration.

Strengthening Worker Protection Under the Updated Single Permit Directive

Changes to the EU Single Permit Directive will reinforce Malta’s ability to address worker exploitation.

  • Authorities may disqualify employers who breach employment rights from hiring TCN workers.
  • Employers are prohibited from receiving any financial compensation from workers relating to recruitment or termination.
  • Any such practice is considered unlawful and will carry consequences for the employer.
